The issue is not that the drivers are not installed, in most cases these are "standard" on board serial and parallel ports with windows build-in drivers.

The issue is that since the update, if for example a printer is connected to the ports and you try to print, it immediately goes in an error state. If you disable the port and then re-enable it, it works fine! Its definitely a bug in Win10 release with either the drivers or the way it access the drivers. Click on Command Prompt Admin to bring up an elevated command prompt.
