This is managed from the "System" control panel app, under the performance settings. I've found that if this turned ON for all programs, the XP battery meter does not load -- at least on my new Laptop. With a little effort I'm sure we can determine which EXE must be added to the exclude list so that you can use the execution protection feature and just exclude that program -- but for me, turning it off is acceptable so I'm done now.

When this flag is cleared, the battery meter icon does not appear. I understand that XP does cause problems with taskbar icons; but had no problems before XP2 installed! Now for the power icon! Are you saying there is power icon when computer is connected to ac? This is just like the battery Icon with a power plug next to it. I now have the power icon which turns into a battery icon when the mains power is disconnected.
My original problem has been resolved but I think I have caused two more in the process. Also my lap top was configured so that by using the Fn key with the F2 key I could turn on and off my wireless connection. A box would appear on the screen with an image of a wireless transmitter - when the service was turned off it would show a red symbol indicating that it was off - when on the symbol would disappear. I now cannot view this icon on the screen although the wireless service works fine.
